The Honโ€™ble Secretary-General hosted a farewell briefing meeting with the outgoing focal officer of His Majesty’s Retired Armed Force Services (HMRAFS), Lt. Col. Nidup Tshering Nidup Tshering, and the incoming focal officer Lt. Col. Tshewang Rinzin, from the Royal Bhutan Army (RBA) at the Bhutan Red Cross Society (BRCS) HQ. We thank the services, support, and collaboration of the outgoing focal officer, and welcome the incoming focal officer.

Our collaboration with the RBA began in 2015, and further with HMRAFS in 2018 the year the Bhutan Red Cross Society celebrated the 1st Foundation Day. To commemorate this upon Royal Command, 58 HMRAFS personnel formed the first batch of volunteers from HMRAFS, receiving training in basic First Aid and Disaster Management. This milestone coincided with the World Red Cross and Red Crescent Day, symbolizing a commitment to humanitarian service.

Under the blessings of Her Majesty The Gyaltsuen, President of BRCS, during the launch in 2017, the community volunteer program focusing on basic First Aid and Disaster Management training was inaugurated. This program flourished under the leadership of Lt. Col. Thinlay Gyeltshen Thinlay Gyeltshen from the RBA who has a master’s degree in Disaster Managment, who served as a representative of the Royal Bhutan Army- Army Disaster Response Cell (ADRC) for the Core Working Committee of BRCS formation since the inception of BRCS as directed by His Majestyโ€™s Secretariat. He spearheaded training the community volunteers in basic DM traveling across all the 20 districts. In the face of the COVID-19 pandemic, his dedication was instrumental. He was behind drafting the Dead Bodies Management manual and trained volunteers from four regions, ensuring they were prepared to manage mass casualties with dignity and care.

Together, we remain committed to serving our communities and look forward to continuing this vital collaboration. Moreover, we are grateful to the officials of HMRAFs for seeing this as a forthcoming cooperation to serve humanity.
